更新： 同样的错误适用于版本1.3.x，1.2.0的vagrant-berkshelf，甚至没有明确指定版本。

调查结果表明：zlib丢失，因此编译失败。执行以下内容应该可以解决你的问题

sudo apt-get install zlib1g-dev lib64z1-dev 
sudo vagrant plugin install vagrant-berkshelf --plugin-version 1.3.4
