在GoDaddy，他们表示完全重建了我的帐户，尽管我不确定这意味着什么。另外，我重新将我的网站从Visual Studio发布到生产Web托管帐户，这些事情一起解决了这个问题。

问题与信任级别有关。大多数共享主机不提供完全信任托管。即使您在启动时使用Microsoft.Owin.Security，也不能使用它。
