sudo pip3 install scikit-learn（任何模块实际上只是使用最近一次尝试）PIP3读超时错误

每一个命令，并在相同的错误上述结果的任意组合：读超时。错误总是发生在同一点（scikit-learn发生在24％）。我使用的是最新版本的pip（8.1.2），我使用的是Ubuntu 16.04。确切的错误是：
