你的格式字符串format='[%(level)s] - %(message)s'需要是： format='%(levelname)s - %(message)s'

level不是标准的LogRecord属性之一，所以当你在日志记录格式使用它：

logging.basicConfig(level=logging.INFO, format='[%(level)s] - %(message)s') 

格式化找不到level并抛出异常。也许你的意思是levelname或levelno？
