根据您访问市场时的错误，您似乎使用的是旧版本的Eclipse。 Azure工具包适用于火星或更高版本的Eclipse，在Prerequisites部分中需要使用Azure工具包，下图为here。

所以请首先更新您的Eclipse，然后通过Eclipse Marketplace安装Azure的工具包插件。
