按照PrimeFaces Users Guide和<p:dataTable> VDL Documentation，有一个paginatorPosition属性可以采取的both（默认值）的值，或topbottom。

因此，只需将paginatorPosition属性设置为bottom即可。

<p:dataTable ... paginatorPosition="bottom">
