你有没有在这里使用cygwin？特别地，系统是否从cygwin二进制文件中获取createdb？

如果您的服务器是cygwin，请尝试删除它并将其替换为Windows版本。

如果您的服务器是Windows版本，但是您已经从PATH中的cygwin安装中创建了b，请尝试从PATH中删除cygwin，以确保您获取了createdb的Windows版本。
